Definitions
Allocable Cost: A cost is "allocable" to a particular cost objective (i.e., a specific function, project, sponsored agreement) if the goods or services involved are chargeable or assignable to such cost objective in accordance with relative benefits received or other equitable relationships.

Allowable and Unallowable Costs: Refer to OMB Circular A-21, Section J for federal government definitions and examples of allowable and unallowable costs. The University will use federal government rules and definitions regarding allowable and unallowable costs.

Cost Share: Resources that are contributed to a sponsored project over and above the support provided by the external sponsor of that project. Mandatory cost sharing (e.g. Match) requires the University to contribute a portion or percentage of the project costs determined by the terms of the project award. Voluntary cost sharing is the portion of the sponsored project, contributed to the project by the University on its own initiative.

Direct Costs: Direct costs are easily assigned to a specific research project and paid directly from the specific project. Direct costs are those costs that can be identified specifically within the performance of the work scope or are necessary for the completion of the specific project.

Honorarium: An honorarium is a payment for services where custom or property forbids a set price. This method of payment is usually used to reward a guest speaker or a lecturer.

Indirect Costs (also called F&A Costs): Indirect or Facilities and Administrative (F&A) costs are incurred for common or joint objectives and, therefore, cannot be identified readily and specifically with a particular sponsored project, an instructional activity, or any other institutional activity. Indirect costs are those involving resources used mutually by different individuals and groups, making it difficult to assess precisely which users should pay what share.

Match: Resources required by the sponsor as a condition of the award, to "match" the sponsor's support. Funds required might be an arbitrary portion, a fixed amount, or resources from non-University sources pledged in partial support of a project. Cash Match: Dollars/Funds committed in support of a Grant/Contract awarded to the University. In-Kind Match: Services, equipment or products contributed by the University or from non-University sources pledged in partial support of a project.

Release Time: When a faculty member is released from his/her regular University duties (e.g., teaching or committee work) to work on other assigned tasks.

Stipend/Scholarship/Fellowship: Payments used to defray academic expenses for students, or for over and above work for faculty/staff.

Subcontractor: Subcontractors provide services that are directly involved in meeting the objectives of the project. A subcontractor, often called subrecepient, independent contractor or consultant, provides service(s) where the performance is measured against meeting objectives of the prime award.

Vendor: Generally, a vendor is a dealer, distributor, merchant or other seller providing goods or services required to conduct a project.
